Dear Subscriber,<br />
Claimants have just 100 days to prevent their DLA and AA being abolished.<br />
A government green paper has revealed proposals to stop paying ‘disability benefits, for example, attendance allowance’’ and hand the cash over to social services instead.<br />
Under the plan, current claimants would have their disability benefits converted to a ‘personal budget’ administered by local authorities and used to pay for services – not to spend as they wish.<br />
Once the green paper consultation period ends in 100 days time, if an almighty row has not been raised, it is likely that both major political parties will see the lack of outrage as a green light to end both DLA and AA.<br />
We’re looking for a minimum of 1,000 claimants, carers and support workers to join our campaign to save these benefits from being abolished.<br />

We know that many people will take false comfort from the fact that, unlike AA, DLA is not specifically named as being for the axe. But if the government was planning only to abolish AA it is extremely unlikely that they would refer constantly throughout the green paper to ‘disability benefits’, a term which includes not just AA but also DLA.<br />
Others will dismiss this as just another idle discussion document and our concerns as scare mongering.<br />
But it’s much more than that.<br />
36 meetings have already been organised around the country for people working in government and the caring professions to meet to be told about the setting up of a new National Care Service which would oversee the system. In addition, a stakeholders panel of more than 50 voluntary sector organisations, trades unions and academics has been established to offer advice to the government.<br />
Some organisations and individuals, such as RNIB and welfare rights worker Neil Bateman writing for Community Care magazine, have already voiced their alarm.<br />
But not every disability organisation is opposed to the proposals and some even agree with them.<br />
In a press release, Disability Alliance has welcomed the publication of the green paper and said that it ‘looks forward to working alongside Government and all the other stakeholders in bringing these plans into fruition.’ They have even said that they agree that there is a case for ‘integrating disability benefits such as attendance allowance’ into the new system.<br />
One thing everyone does seem to agree on is that huge cuts in public spending will have to take place in the next few years as a result of the credit crunch and global recession.<br />

		<description><![CDATA[The theme of the interview is the Community Landtrust that has been developed in the communities surrounding an estuary in San Juan, Puerto Rico. These are poor communities, but they are centralized inside the San Juan Metropolitan area. The problem is that the government had already given us our land, but now they saw its economic value and they want it back. i have created a petition against  inconsiderate law projects at the San Juan estuary community in Puerto Rico, that require global awareness, in order that this landshare community don t get picked on to much.</p>
<p>the matter was brought to my attention by the creator of MyarchN.ning Rafael Marxuch, who created this social network for architects and enthusiasts alike.</p>
<p>also, embedded in the petition is a link to architecture for humanity, a global network who actively engage with the donated professional services of designers,  to give a damn.<br />

In US the concept of equality still remain as just the same standard rules imposed for all.  There are a big gap in the ADA regarding the cost of disability when we are talking about labor inclusion in private companies.</p>

			<content:encoded><![CDATA[<p>Welcome to my first blog: <strong>Advocacy Framework Services in Human Rights.</strong><br />
The PhD thesis titled:<em><strong> The Extraordinary Costs of Disability </strong></em> by Beatriz Martínez Ríos, who fairly recently wrote into <em>inwwd</em> digest <strong>network of women with disabilities</strong>, a request for opinion on her research. </p>
<p>My immediate response was a need for the equality and human rights commission to acknowledge that Beatriz s vital research has highlighted the need for a feasibility report, regarding an <em><strong>advocacy service framework</strong></em>, that acknowledges diversity over equality(thankyou Kicki Nordström on inwwd), under the umbrella of human rights.<br />
I would like to invite people to read the inwwd extracts here, and furnish opinion, debate and bibliography. Awareness planning means the likes of Beatriz, Kicki, Andrea, you, me, the human rights commission, RNIB might create the interrelated task of designing like we give a damn:</p>

 PhD Research into the Extraordinary Costs of Disability<br />
Dear friends, </p>
<p>I am undertaking a research on the extraordinary costs of disability for my Phd. By extraordinary costs it is meant, all those additional or special costs that the individual has to bear as a result of his or her disability. These mean that the person with disabilities has a lower quality of life than a person without a disability with the same income. Extraordinary costs contribute to the poverty of persons with disabilities and they are not taken into account when incomes are assessed in order to be awarded with financial benefits or services. </p>
<p>When talking about women I believe the extra costs are higher. Not only the situation get worse and women have higher indirect costs as a result of lower employment rates or lower salaries than men, but for example, they also have higher costs than other women when carrying out their maternity. Do you have any studies on the extraordinary costs of disability with a gender perspective? I would like to give this perspective to the study and I would like to document it </p>

<p>Dear Beatriz,</p>
<p>I think there are no international statistics on this as both opportunities and problems differ from country to country and it is impossible to compare. In some developing countries there are no benefits to get, and even not any service. Some villages exist without any money systems, there are no schools for children with disabilities, no electricity and perhaps not even any medical service if needed. </p>
<p>If we compare western countries it also differ a lot, if you compare USA with Sweden for instance, you will find we have two different social welfare systems, and the systems do not cover the population in the same way! </p>
<p>I think that such study must be done nationally, with national statistics. If many countries undertake the same, we could perhaps after that make acomparison between different countries and perhaps between non disabled women and WWD But I do not know any country that have made such comparison yet!</p>
